In this respect some strategiesmust be brought into so that they make a difference all the way inside the educational organizationto open up new ways to make the updating possible to offer the students an the undergraduatenew roads to be able to face up the environmental problems, among these challenges there isa laboral conflict affecting Latín American countries like Colombia. lnside this conflict anddespite their preparation, the young population find less opportunities in the market. Recent years have been the common denominator financial crises. According Klingebield (2000), 112 episodes of systemic crises in 93 countries bancariasocurrieron between 1970 and 2000. Globalization has also led to effects moving through vessels comunicantesde Economies. This paper analyzes the interaction between educational policy and development strategies inColombia, throughout the twentieth century. The present state of education is reviewed, notonly at primary and secondary levels, but also at the higher leve!. Three basic criterio areconsidered for this purpose: population with access to education, quality of education andequal access to education. For the specific case of higher education, capacity of institutions ofhigher education is compared with existing demand; higher education is divided into its differentcategories; and a brief description of human resources available in the Colombian highereducation system is presented . Likewise, challenges facing higher education are analyzed, inparticular its capacity to achieve cohesion of society, to avoid the exclusion of sorne of itsmembers and to allow all to share the same ideals, which are considered attainable by everyone.Finally, sorne conclusions derived from this study are presented and severa! recommendationsare suggested. - Proposal to the report of balance de la nación\\""

This paper presents a methodological proposal to prepare the report of balance de la nación.The report is the document that must be presented by the Contralor General of the Republic and consists of a report about the fiscal management of the entities or persons that hand public funds. The methodologic approach proposed in this paper is different from the financial statement traditional auditing, because the Colombian Politic Constitution lays down that thefinancial control must considerate the efficiency, effectiveness, economy, equity and environmental costs assessment and those criteria should be included in the document and the report of the "balance de la nación". - Health service in Colombia: ¿How meritory and public is this good or service?

The controversy in the delivering of the public health service in Colombia it is deployed in a different manner, either in the public institutions or in the academic arena. This situation affects the development of the public health sector policy given that this service is associated with the economic, social and cultural rights and the misrecognition of the principle that, essentially, this service should be a meritory one given its characteristics but in the practice its becomes ina preferential public good. - Consensual - agreed knowledge building

Our departure point are the questions found in our work as teachers in the Universidad de LaSalle's Faculty of Public Accountability Academic Program. We will discuss about the knowledgeconstruction process. - Labour flexibilization: A research about its social effects for the colombian case

This paper discuses some of the adverse effects that could be generated in terms of poverty and income distribution from the labour flexibilization in Colombia. Based on a partial equilibrium analysis for the urban labour market, it argues that successive reductions in the real wage may decrease unemployment but, at the expense of increases in poverty and inequality of income distribution. The author concludes that the number of jobs to be generated through the Colombian labour reform of 2002 will not mean a substantial reduction of the unemployment rote; contrary to the government forecasts on this matter, the labour reform has the potential not only of extending the recessive phase of the business cycle, but also of deteriorating urban poverty and inequality indicators.
