This article presents a conceptual and methodological proposal for managing the integration of the principles and characteristics of a quality management system based on the standard ISO 9000 and 9001 in the organizational culture, within the framework of its implementation, in order to promote the successful operation and sustainability of the System. It includes proposals to: diagnose the culture, change management methodology, and strategies to incorporate quality principles into the organizational culture. Diseños Punto de Oro Ltda. is a private company in the production and commercialization of ties; the company began the planning and partial implementation of the quality managment system, in accordance with ISO 9001:2000. A study on the guide G3 by GRI (Global Reporting Initiative) was development in order to assessment the clarity of the principles, orientations and indicators determined by the guidelines. A comparative analysis among the Sustainability Reporting Guidelines and National Responsibility reports was perform for five colombian organizations. The study included the following organizations under evaluation: Cafam (2006), Colsubsidio (2007), Ecopetrol (2007), Fundación Compartir (2006) and Telefónica Colombia (2006). Testing laboratories, are implementing ISO 17025 for which technical requirements are the highest priority in order to deliver reliable results of the element to be analyzed. However to comply with the requirements related to the planning system and to overcome some obstacles related to the organizational culture itself of such organizations, this paper has set out five strategies to redirect the strategic approach of a laboratory test with general requirements of the standard, and with some activities to promote a culture of quality. As an innovator is a strategic proposal, which allows aligning the interests of the organization with the largest organization, generating value and guiding the management of them, in order to excellence. - An integrated model for the strengthening of public management (Quality Management System - Balance Scorecard)

The quality management systems have become the most recent years in an important alternative so that the organizations obtain a certification of a being certifier who allows to increase the possibilities them of participating in businesses with other national and international companies and with organizations of the state. The problem is in which when concentrating itself in this focal point, the commercial one - that of in case he is not contradictory companies Pymes3 have not managed to perceive the importance that has the development and establishment of these systems in the real improvement of the organization, so that fortified their system of work, having like support the requirements of a Norm like NTC ISO 9001:2000, can sustain the yield, the growth and sustainability of the company in the medium and long term. The form in which the organizations approach the systems of management of the quality when fundamental referring having like the commercial situation that binds them with the short term, makes that the contributions of the Norm when interpreting the requirements, with the intention centered in responding to a pursuit or certification audit, are minimum and finish making of the system a problem more whereupon the companies must fight, being consequently imperceptible the solutions that contributes and the little appreciable benefit. One of the factors that it prevents such sustainable growth is the great weakness that exists in the managemental bodies of these organizations, by lack of knowledge to generate capacity of own direction, that applied, such capacity, the reality of the company, becomes a model of friendlier, useful management and of high impact for the interests of the organization. - Editorial Español

In recent years the pressure of the customers and organized communities to discuss the ethical behavior of companies, or promote veto to the products of controversial companies for their performances in the social, economic or environmental, as well as the fact that investors and insurers consider and additional risk factor that a company ends questioned by these issues, have created additional reasons for a company to act responsibly. Moreover, both globally and in Colombia, many SMEs have implemented and certificate a quality management system in response to internal needs or market conditions; organizational knowledge and experiences in managing a quality system could be utilized to facilitate the insertion of the practice of Social Responsibility in SMEs to improve their competitive position. This research explores the possibilities of integrating to the quality system in certified SMEs, the principles and practices of social responsibility as raised in the standards: Guidance on Social Responsibility ISO 26000 (WD 4.2) and Social Accountability SA 8000:2001. We used a participant observation methodology, selecting three SMEs and by means of consulting implement the above standards, to make clear the advantages or difficulties of integrating Social Responsibility with a quality system.
