Guarantee the right to health is one of the biggest challenges for the Colombian state and one of the biggest causes of social conflict. Although systems and protection mechanisms have been created, those have not been sufficient to meet the access to that right. However, with the decentralization process, powers have been delegated to local authorities which perform additional activities to what has been stipulated in the sectorial minimum requirements defined by the Ministry of Health and Social Protection, in response to the vision of thein habitants of a territory about a problem. The initiatives that have been undertaken in some cases are innovative as those expand the services or define new mechanisms of action to achieve greater effectiveness in the activities and public health projects. The aim of this paper is to propose a scheme of analysis in public health from a temporary socio-territorial approach, which is addressed from instruments of territorial and sectorial planning, identifying commonalities, gaps, continuity and ruptures between these, based on the determinants of health by the World Health Organization (WHO). - Industrial Inequality: a Non-Parametric Approach to the Colombian Case

From the last unforgettable economic downturn in Colombia in 1999, plenty of researchers have evidenced an astonishing recovery in the GDP’s growth rate; however, the expectation of a healthy economy has not been yet reached by other indicators which, inevitably, raise doubts about an economic miracle. In this article, the unveiled reality of the industrial revenue concentration in the Colombian economy is explored. From a total of six years over the period 2000 to 2010 (in alternate numbers) with more than nine thousand firms studied for each year, two non-parametric models are applied in discrete time: Gini index (G), and the Herfindahl-Hirshman Index for regions (HHIR). The outcome shows a high G of 0,73 for the whole industrial sections, and a HHIR of 0,49. - The Relationship between Economic Growth and Stock Market

This work aims to show the possible relationship between technical progress which is the largest source of growth in world economies and stock market fluctuations, because normally, when stock markets are in crisis, this crisis is transmitted to the real sector of economies. To show this relationship, we take the calculation of the technical progress made by Bernal (2010) which is alternative to the Solow method and related to the stock market variables as indices of the stock exchanges. We conclude that there is a relationship between the behavior of real economic activity and stock market behavior, more precisely, it is possible to establish a clear relationship between the stock market and technical progress. - Numerical Solution of the Equation of Fundamental Solow CES Production Function

This work approach an alternative for the solution of Solow’s fundamental equation for the case of CES output function. Changing the output function in this equation implies a modification in the analysis of the equation. It used the Euler’s method to solve the Solow’s fundamental equation in the model, a numerical method to solve ordinary first –order differential equations. - State, planning and institutional change in Venezuelan (1936-1941)

This paper shows that the National Planning System was the result of a process that began with the rise to power of Eleazar Lopez Contreras in 1936. During his government concurred actions taken by the State that have been defined theoretically as facilitators of the planning objectives: diagnosis and policies presented in the February Program of 1936 and an action plan with its budget (Triennial Plan) proposed in 1939. The strength of the intervention was reflected in the various embodiments as many institutional materials took Venezuela to modernization. This article approached the relationship between education and poverty index components proposed by Amartya Sen for the Colombian case. Poverty is a problem whose discussion assumes a global relevance as critical element of social impact, so it is necessary to design processes consistent measuring its magnitude. Absolute poverty measures may leave out of consideration associated with its emergence in different contexts or social factors. This study approaches to Amartya Sen´s conceptions about poverty in relation to measures that are not only associated with the income poverty line or basic needs but also connected with the development and freedom within the capabilities human. This paper took in account considerations of poverty in Latin America and Colombia, the theory of capacity and its relation to freedom and education as instrumental freedom, in order to present a method for measuring poverty and its relationship with human capabilities. For statistical analysis, we worked with the variables of the Encuesta Continua de Hogares (DANE, 2010) and a total of 226.302 households were analyzed in a population of 44'216 .992,26 inhabitants, with these data it was established the Sen´s human poverty index for 2010 and it was provided conceptual bases to measure the correlations with the education from this explanatory model for the Colombian case. - The Turning Points of the Economic Development in the South American Countries

The study assesses the stability of the global economy and the economies of the countries of South America. In order to identify the turning points of economic development it is used theory of catastrophes - variance of the rate of economic growth. The turning points of global economic development, the economies of Brazil, Venezuela, Colombia and Chile are determined. It is ascertained that the economies of Brazil, Venezuela, Colombia and Chile has been developing very quickly in recent years. The pace of economic growth of these countries exceeds the growth rate of the world economy. Growth rates of the economy of Chile, Colombia, Venezuela come to 4, 5 - 5,5 %, Brazilian – come to 3 %. The most steadily developing is the economy of Colombia, less steadily developing is the economy of Brazil. The development of the economy of Chile is even less stable. Venezuela's economy develops the least stable. These countries in South America might be promising business and trading partners. Taking into account growth rates of economy, degree of stability of growth, economy scales, Colombia and Brazil have the best prospects, Chile and Venezuela are a little less perspective.
