The participation of experts of diverse agricultural fields in the processes of sustainable restructuring of the agro ecosystems in Colombia is a key factorfor the development of the new agriculture that the country needs in order to overcome the problems that were caused due to the inadequate management of the conventional agriculture. In the present work, an exploration of the way of action of an important group of experts that participate in agricultural restructuring of the east region of Colombia is made. The results that were found and analyzed with a multivariate statistical system indicated that the experts participate in a wide range of activities in the three climatic areas (cold, mild and warm) and that the preferences in terms of the innovation systems have a direct relation to their academic background. We also found that the agronomists are being replaced by other experts, a fact that would justify a curriculum renovation process in the agronomy academic programs of the country. - Egarch models applied to the test of the CAPM and the multifactorial models for Colombian actions 2002-2008

The application of Egarch models to the test of the CAPM for Colombia allows to conclude that it occurs under conditions of high volatility and that can be used as a tool for financial analysis and projections of yield of financial and real assets. Also, multifactor models based on Egarch satisfactorily explain the behavior of the yields of the 22 most negotiated stocks in the BVC (Stock market of Colombia) with respect to the main colombian macroeconomic variables during 20002 January of and May of 2008. The behavior of the IGBC stock index is inversely related to the behavior of the real TES yield rate and the ITCR whereas it depends positively on the good news in the behavior of the production represented by the index of the manufacturing monthly sample of the DANE. - A route of collaboration between the economy and the administration: the theory of the resources and the capacities

In 2000 the Colombian National Government was promised with United Nations, World Bank, International Monetary Fund and the OCDE to reach inthe 2015, 8 objectives, 18 goals and 48 indicators to measure the progress to achieve the Millennium Development Goals (MDG). The present paper focused to examine the objectives related to the poverty. After to analyze the National Development plan(NDP) 2002-2006 “Hacia un estado comunitario”, it was not noticed a direct connection between this and the MDG, principally on the poverty subjects which are not explicit in the plan. The NDP 2006-2010 “Estado Comunitario: Desarrollo para todos”was analyzed too and there it was found a better performance in the poverty subjects in comparison with the preceding. This could be explained because in the 2002-2006 plan the poverty subject was presented as a general objective, in a general way -notexplicitly-, and the poverty was being too high in the 2003. In addition, the plan had annual projections of the goals and an explicit investment plan about the poverty reduction. From the fitted cointegration model can be inferred that the government expenses devoted to the poverty in the NDP have not been sufficient to reach the goals established for 2015. - Bogota: city of conflict
