This article focuses on investigating how in public entities, archival electronic document management systems make it possible to identify whether big data contributes to meeting information management needs based on the analysis and interpretation of the evidence found. A qualitative exploratory methodology was used, based on a review of the subject literature. According to the results obtained, it may be concluded that in Colombia there is no project implementing big data in document managers to manage the information contained therein. The possibility of developing a tool for the analysis, recovery, organization, transformation, and agile and opportune storage of information is raised. - Strategy to promote knowledge transfer in a defense sector entity

People's knowledge and experience drive organizations growth. However, after reaching a level of expertise, people may change organizations or be transferred to another position, without knowledge being adequately transferred between staff members, which causes troubles in administrative management. This article presents a strategy for transferring the public entities processes related knowledge in a way that preserves it. It was a mixed approach study where a review of the literature on knowledge transfer in Spanish and English between 2000 and 2018 was included. A tool was applied to diagnose knowledge management based on Nonaka and Takeuchi theory. The final report of the four phases and the five facilitators yielded results below those expected, which demonstrated the entity shortcomings in that area. A proposal to promote knowledge transfer in the Management was developed and validated by experts. The reliability of the judgement was corroborated by Cronbach's alpha correlation coefficient and W Kendall's coefficient of concordance. - Management methodology for environmentally sustainable facility management in Bogota CD.

Some companies constantly perform corrective maintenance solutions and perform in poor lease conditions environment and underutilized spaces that disregard ergonomics. This article describes how to develop a management methodology for the administration of locative maintenance projects by applying facility management with an environmental sustainability approach in corporate buildings in Bogota, Colombia. A diagnosis of the most common facilities management services was carried out and different management approaches and environmental standards were analyzed in order to provide environmental sustainability and efficient use to companies by preserving their properties and valuing them over time. - Management methodology for the preventive maintenance of minimum medical equipment used in the qualification of ambulatory surgeries

In the maintenance of biomedical technology of the minimum medical equipment for the qualification of ambulatory surgery, a deficient organization and execution of the preventive maintenance is evidenced, which diminishes equipment availability and increases stops and costs in the health provider organization. This methodology seeks guiding the management of preventive maintenance of ambulatory surgery equipment focused on the equipment availability. The proposed methodology takes into account the operational and global impact, the damage probability, and the level of risk of the medical equipment, thus generating priority levels in the preventive maintenance execution. Based on the results obtained, it is identified that, for ambulatory surgeries, the three equipment with a high level of risk associated to their availability are the anesthesia machine, the electro-scalpel, and the surgery lamp. This equipment maintenance must be a priority since the impact of their unavailability will be high. It is concluded that it is necessary to have backup equipment-especially for those with a higher level of risk-to have accurate information about the equipment existence, to standardize processes, to create procedures and to train the personnel in charge of technology. - Design of a management methodology for distributed antenna system projects

This article provides guidance to project managers to design a management methodology to facilitate the implementation of distributed systems of 3G technology antennas in indoor spaces. The quantitative exploratory methodology allowed a concrete analysis as a basis for the design proposal. Thus, the most appropriate standard in project management for this type of solution was determined; taking as a reference the applied instrument results, a custom-made methodology was designed, and only critical areas were involved. Using this methodology reduces costs and time in all phases, provides final satisfaction to the client and allows monitoring the progress of each task throughout the implementation stage; in general, it is a useful tool that enable in-execution follow-up and project completion. It is then concluded that good practices and a management methodology application allow to a great extent the achievement of the objectives. - Cost management in processing SMEs in the Laja Bajío region of Mexico

This research was conducted with the purpose of determining whether the entrepreneurs of small and medium processing companies (SMEs) in Celaya (Guanajuato, Mexico) and the Laja Bajio region had put in place controls to adequately manage their production costs, analyze the elements making up those costs and define controls required to efficiently manage their costs. The study was initially exploratory and ended up being explained under a quantitative methodology. A Likert scale was developed and applied to 42 processing companies. It was determined that those SMEs entrepreneurs have not implemented the necessary administrative procedures to control their production costs. SMEs seek to pay their taxes but fail to analyze the results obtained in light of the obligations established by Mexico's tax laws. This methodological note proposes a reference document for the registration of projects developed in higher education institutions (HEI), in which a problem is briefly defined, a synthesis of the evidence is made, possible lines of action are identified, and recommendations are proposed. The main objective is to describe the methodology for the assessment and registration of the intellectual production of students of HEI in ten stages: 1) strengthening knowledge on intellectual property registration in the curricular contents; 2) development of entrepreneurial or research projects in the training environments; 3) implementation of database for projects and innovations registration; 4) official registration of projects in the database; 5) review and evaluation of projects by the institution's intellectual property experts; 6) recommendations for projects requiring adjustments; 7) inclusion of alternatives in the intellectual property registration categories of approved projects; 8) registration of intellectual property in the responsible institutions (Superintendence of Industry and Commerce, Copyright National Directorate); 9) implementation of the projects requiring implementation; 10) dissemination of projects in the different educational institutions. Finally, the process of intellectual property registration is presented as research material for the any type of project management. - Managing Innovation in Higher Education Institutions (HEI)

Innovation in higher education institutions is part of their scientific, technological, and humanistic endeavors. It is a dynamic and transforming process that, when managed with a defined structure, supports academic and research initiatives, promotes knowledge generation and management and, thus, contributes to the national system of science, technology, and innovation. This article presents three general processes (managerial, academic, and administrative) that must coexist so that innovation to be an organic element in the academic and functional processes of institutions. Innovations in teaching, research and infrastructure are aligned with those of an administrative nature, reflecting a correlation between all the institution areas and shows that innovation is not unidirectional, since it can be implemented in an integrated manner. - Quality of higher education institutions from the Latin America and the Caribbean perspective

The quality of education entails the integral formation of citizens and, therefore, it is paramount for people and countries development. The education sector is bound to adequately respond with quality to the social and economic demands of Latin America and the Caribbean countries. This article aims at analyzing the concept of quality from the perspective of six countries in that region to identify how their quality assurance systems work and for establishing both similarities and differences. The case study and documentary analysis were used as information gathering techniques. The cases selecting criteria was to belong to the Ibero-American Network for Quality Assurance in Higher Education (RIACES) and to be positioned in the rankings. The results show that starting in the 1990s, quality improvement policies in the region's higher education institutions were further strengthened. It was concluded that, despite the progress made, there is still a great challenge in the regional integration of systems, the response to the context needs and the impact measurement. - Conceptions and reflections on quality, evaluation, and institutional accreditation

Institutions of higher education have developed strategies to improve their services offered and thus gain recognition nationally and internationally. Among all, the most recognized alternative has been the implementation of accreditation processes. This article aims to address the various concepts of processes, their implementation in different parts of the world and their strengths and weaknesses in Colombia. A literature review was conducted to obtain information about the stages and elements necessary for the implementation of accreditation processes. It was concluded that, although these processes have some gaps, they are necessary to unify the criteria for student training and institutional evaluation, which enriches the participation of the educational community. - Strategies for strengthening the organizational culture of the National Hydrocarbons Agency

This research aims at characterizing the organizational culture of the National Hydrocarbons Agency through the methodology proposed by Cameron and Quinn (1999), which is based on the values by competence model. Using a mixed approach, data from different dimensions of the organizational culture were collected through the Organizational Cultural Assessment Instrument (OCAI) questionnaire, designed, and statistically validated by these authors. The study population was made up of a total of 220 collaborators from all National Hydrocarbons Agency instances. From the data obtained, the current culture, the desired culture and the required culture were determined based on four classes of generic cultures: clan/collaboration, hierarchical/control, adhocracy/creation, and market/competitiveness. The differences and similarities detected between the types of culture stressed the gaps between the required and the desired culture. - Transparency in public entities and their relationship with management systems and anti-corruption regulations implementation

Measuring behaviors that alter public entities proper performance, such as corruption, is of vital importance to guide policies and concise actions that improve financial and organizational management, and the perception that the country's inhabitants have of them. This research seeks to establish whether management systems and anti-corruption regulations help entities to be more transparent and receive better ratings in the measurement of the National Transparency Index (ITN in Spanish). Forty petition rights were sent to different national entities to characterize those entities, establish trends, and determine the statistical correlation between the ITN, management systems and anti-corruption regulations. From the analysis of the information, it was concluded that the implementation of management systems and the application of anti-corruption regulations do not affect the INT results of the public entities analyzed. - Business continuity: conceptualization and methodologies of evaluation

Business continuity is the current challenge for organizations since they have to face increasing demands in dynamic environments. Companies are exposed to different situations such as failures, natural disasters, attacks, economic crises, among others, which leads to a proactive approach to protect the business from such effects. Therefore, strategies such as Business Continuity Management (BCM) have been created, which is considered a way to incorporate the recovery process within the preventive framework of the organization risk assessment (Timms, 2018; Zeng & Zio, 2017). From the point of view of the International Organization for Standardization - ISO, business continuity is the capacity of organizations to sustain themselves before internal and external risks that may affect their permanence in the market, as well as to continue with their offer within a set time sustainedly (International Organization for Standardization, 2019).
