  • Methodology for the recognition of a spacially enabled society in Public Policies

    The spatially enabled society is a concept in formation, which attempts to describe a cultural and governance revolution offered by the increasingly generalized and accessible spatial information technologies (Williamson, Rajabifard, Wallace, & Bennett, 2011). On the other hand, public policies establish a series of concrete actions to improve important aspects of society. These have a series of organized steps for their approach, implementation and evaluation, which seeks to determine with this work how this concept (SEH) is immersed in its development. Taking into account the studies of Williamson and Rajabifard, six elements that make up the spatially enabled society are broken down, with which it is easier to determine their presence in the stages of development of public policy, this within the framework of the Americas. The importance of this research is based on the future challenges of governments (sustainable development objectives, disaster management, multipurpose cadaster) and how the adaptation of the SES would imply an improvement in spatial governance in general.
  • The Research and Development Centre of Geographic Information (CIAF) as an agent of geographical knowledge transfer in Latin America.
    This article describes the general overview of the Research and Development Centre of Geographic Information (CIAF) in terms of production and transfer of geographic knowl edge in formal and non-formal academic offerings. Analyzing the main disciplinary lines of work such as the Geographic Information Systems - GIS, Remote Sensing, and Spatial Data Infrastructures - SDI; among others. The article reviews, analyzes and compares  the progress of this research center in attention to the basic and spatial competences that are developed within the framework of the guidelines for education in Colombia. Finally, it reflects on the singular nature of the center, considering that the Geographic Institutes in a large part of Latin America do not have research centers that potentiate a geographical and territorial culture in the nation context.
  • Functional and technologycal advencement in GIS_Quindío in 10 years

    This article shows how the technological evolution of the geographic information system of the department of Quindío in its 10 years of life, as well as the progress and update of geographic information contained in it, also describes the use of the system and the impact it has had generated in the region. The construction of phase III of the system  will be described, exposing each one of the construction stages, its new architecture and finally some conclusions of the system in general.

    Information and communication technologies (ICT) have encouraged governments to develop digital strategies such as geoportals, a response to citizen problems through the internet. This article shows the state of the art of the development of a geoportal with augmented reality, which allows highlighting the services of these geographic information viewers in a striking and interactive way.

    The materialization or implementation of a Spatial Data Infrastructure - SDI, today Spatial Knowledge Infrastructures - SKI, in a society based on data and information, denotes different profiles of users whose interests are equally diverse, where they seek to access information, to take out the maximum benefit, so that it can be taken to a level that allows generating economic and social value, which undoubtedly requires an ecosystem that is responsible for regulating each of the interactions that occur between those who produce and use each resource or Information service. In the SKI there is the principle of “universality”, which generates that these actions must be consistent with global frameworks, standards and policies, in order not to delve into greater construction of silos of both systems and information With this, generate greater purpose for knowledge and make it circulate and benefit a growing community. However, in Colombia efforts have been directed towards the construction of Spatial Data Infrastructures, which undoubtedly requires an instrument to identify its level of maturity, in a way that facilitates the planning and execution of new actions that not only coordinate their sustainability, but that they evolved towards the satisfaction of the needs of their users, who every day are more demanding and digital. In order to contribute to the State Institutions that produce and use geospatial information, an instrument is presented that can serve as an advisory tool in the identification of critical factors that need to be overcome or strengthened to improve geospatial resource management processes, It will identify initiatives that can be leveraged on strategic platforms, support policy coordinators and formulators in the development of successful strategies to establish or establish or sustain an SKI or global programs.

This article describes the stages, activities and documents made in the design and development of the Geographic Inforamcion System for the Corporación Autónoma Regional de La Guajira - Corporguajira and the prove of the advantages in the ise of the spatial functionalities for the management of environmental information of the Department of La Guajira.

    Government strategies and decision-making focused on the territory are supported by information and communications technologies and it has been identified that the design, development and implementation of geographic information systems (GIS) provide the environment for the foundation of the bases that make up the thematic infrastructures of spatial data. El Instituto Colombiano de Bienestar Familiar (ICBF), convinced of this, advanced in the construction of a GIS supported by a thematic infrastructure of spatial data, with the purpose of strengthening geographic information management processes, adopting spatial variables associated with thematic variables of analysis and finally offering geographic information services for early childhood, childhood, adolescence, nutrition and protection, under the advice and experience of El Instituto Geográfico Agustín Codazzi (IGAC). This technological solution and institutional information management aims to strengthen the decision-making of senior management and plan the work of the mission areas. The methodology used starts from the organization of the institutional data model, the implementation of fundamental standards in the data sets, the design and development of the technological solution and its subsequent implementation, to finally transfer capacities in the use and adoption of new technology in the ICBF work team.
