This article describes the results obtained by the National Police in the development of strategies leading to guarantee security and good citizen coexistence in Colombia during 2011. It refers to captures relating to all criminal off enses established in the Criminal Code, as well as the rescuing of kidnapped persons, the deactivation of explosive artifacts, the recovery of missing vehicles, and the seizure and recovery of stolen merchandise among other activities of wide national and international notoriety in the scene of the fight against crime. - Access and permanence in the Colombian Educational System: A guarantee for peace and democracy

This article analyzes the reflection right to education from the perspective of access and permanence in the educational system and elements that ensure the aims of education as a public service that fulfills a social function in the framework of the rule of law. After a brief statement of the most authorized doctrinal opinions regarding the nature of violence on the grounds of sex or gender, this document shows as a main objective the analysis of the different legal channels aimed at accrediting the condition of victims of "macho" violence, since this is an essential pre-requisite for the exercise of the rights that the LO 1/200 recognizes to the victims of this specific form of criminality. The method used is based on a selection of the specific legislation on the subject and the most outstanding case law doctrine, the compared study of which lets infer a disparity of legal and jurisprudential criteria in the attribution of such condition to women, taking into account the different environments where it could be proved. In short, this situation involves an evident inequality of opportunities to the potential beneficiaries of the reinforced and integral protection this rule promotes. - Adaptation of the Ryff psychological well-being scale with a sample of survivors of the Colombian armed conflict

Measurement with context-standardized tools represents a quality factor for evidence-based assessment. The Ryff Psychological Well-Being scale and its adaptations in the Hispanic population lack evidence of validity for the surviving population of the armed conflict. The present study analyzes the psychometric properties and estimates the cut-off point, sensitivity and specificity of the Ryff Psychological Well-being scale. An instrumental quantitative study was conducted with 297 survivors between 18 and 78 years (mean =41.83 S=14.76) and 200 participants from the general population between 18 and 69 years (mean =32.68 S=12.20). A scale of 22 items resulting from psychometric analyses is proposed. The confirmatory factor analysis validates the theoretical proposal of the six dimensions proposed by the authors. The Cronbach alpha and McDonald’s ω coefficients were .69 and .70. The set cut-off point was 89.5, with a sensitivity of .92 and specificity of .62. The findings open a new path of exploration in the field of study given that there are no validation investigations that compare groups with particular characteristics in Colombia. - Administrative registers and records for the consolidation of criminality fi gures in Colombia

The National Police of Colombia is developing its statistic “Police conducts and services” operation in order to have inputs allowing for the formulation of public policies dealing with security and permanent follow-up of the police service impact. This operation uses as a technological tool the statistics, criminal, contravention and operative information system known as the “Sistema de Informacion Estadistico, Delincuencial, Contravencional y Operativo - Siedco. The methodology for the collection, filing, register, consolidation and dissemination of administrative records for statistical purposes helps obtain criminal figures according to the criminal types of the Colombian Criminal Code, crimes of greater impact and operative activity, with the possibility of locating them by political or police jurisdiction. On the other hand, current technological software tools for the gathering of information offer diff erent ways to analyze and study data at each police unit, in a shorter period of time. - Adolescent offenders of criminal law in the metropolitan area of Bucaramanga, Colombia: guidelines for their prevention

This article presents guidelines for the prevention of the involvement of adolescents with infractions of the criminal law in the Metropolitan Area of Bucaramanga (AMB). To this end, a situational diagnosis was prepared using a mixed methodology, which included the review of databases of the National Police (PONAL) and the Colombian Institute of Family Welfare (ICBF), in order to understand the characteristics of the phenomenon and its evolution between 2010 and 2017. Likewise, to inquire about the explanatory variables and define the strategic axes of prevention, semi-structured interviews and focus groups were carried out with officials and adolescents linked to the Criminal Responsibility System for Adolescents (SRPA) of the Santander region, and observation visits to the neighborhoods of the AMB with greater georeferencing of juvenile offenders. The results make visible the need for local governments to focus their efforts on five axes: 1) Addiction Control, 2) Family Reconfiguration, 3) Social Reconfiguration, 4) Job Opportunities and 5) Educational Commitment. - Anaerobic bacterial infections: criteria for handling clinical and microbiological diagnostic procedures

The increase of infections with anaerobic bacteria, the resistance of these organisms to limited treatment options for the empirical data, and the recent and little knowledge we have about these bodies, leads the doctor not to suspect that it is in most cases, compared to a possible infectious agent which involves an anaerobic germ, delaying diagnosis and timely initiation of appropriate antibiotic therapy, explaining the sudden increase in morbidity and mortality, and the vulnerability of patients. This creates an urgent need in the hospitals to develop updated and standardize protocols, guidelines management of infections caused by anaerobic bacteria and consistent with available resources to secure and optimize the processes involved in search and retrieval of these demanding germs, and it will allow all the medical and paramedical staff proper management of these events in order to improve the service and the patient safety. The purpose of this study is to standardize an updated protocol of clinical and anaerobic bacteriology to unify the criteria for selection, collection and proper transportation of clinical samples, which ensures the viability of the specimen and the recovery of anaerobic organisms in order to obtain their identification and susceptibility to antibiotics. - Análisis multidimensional de la criminalidad: contribuciones criminológicas

The following is an analysis of the experience in the university expert course on “Prevention of Gender Violence”, a course carried out by the University of Alicante in coordination with the Generalitat Valenciana and the Valencian Institute of Public Safety and Emergencies (IVASPE) aimed at security forces and corps (FFCCS). The objective is to improve communication skills and techniques in emergency interventions for violence in heterosexual couples. Our experience is framed within a 10-hour specialised training workshop design within the framework of the subject “Communication skills and techniques”, whose development is based on the capacity that constructive dialectics has for coping and social transformation, as well as on the conception of violence against women as an attack on human rights and the relevance of effective communication skills and techniques in police intervention in this type of emergency. Our results show a good structuring of police intervention in three phases (arrival, development and closure) and the need to deepen the intervention and protocol to observe with the aggressors. - Analysis of conflicts and violence in contexts of sociocultural diversity in the “La Raza” and “Cubitos” neighborhoods in the city of Pachuca - Hidalgo, Mexico

Conflicts are inherent to human interactions and can be studied from social and behavioral disciplines, among them, education. This article delves deeper into conflicts at school in the context of the indigenous and non-indigenous people of the “La Raza” and “Cerro de Cubitos” in Pachuca -Hidalgo.A mixed methodology was used with a survey to 269 students of General Secondary School number 9 to analyze conflicts and violence both in the school and in the neighborhoods above mentioned. The qualitative study consisted of interviews with students, graduates, parents, teachers and social workers to broaden the panorama of these problems, as well as to create strategies to survive them.It can be sated that while in the neighborhood there are high intensity and difficult treatment conflicts, which reach physical and verbal violence, we also identify structural violence and poverty, which places schoolchildren in a greater vulnerability situation of falling into addictions and gang joining. In contrast, the school climate is a space for healthy recreation, coexistence and good practices that favor the feeling of security in young people. Teachers act as mediators and promote values in the institution and in the classroom. - Analysis of Crime Prevention and Human Rights Promotion Programs in Colombia

This paper is a theoretical reflection resulting from a review of the theoretical and methodological assumptions lying in Crime Prevention and Human Rights Promotion Programs. This paper evolves from assumptions of social psychology, which has identified some psychological variables that explain group dynamics. Such variables are key to implementing prevention programs intended to change and/or modify behaviors. This article offers a bibliographical review about the social impact of violence against old people from the criminological perspective. In this work, the dialectic-materialistic approach of reality was used as an investigative method, making all the research easier at different stages. Both generalizing and systemizing valuations were prepared from the basis of the modelative and systematizing-structural approaches. After having analyzed the concepts of violence, a definition was established out of a social and historical preparation; there are two principles serving to distinguish the features of violence features: one of them conceives it as a phenomenon of social nature; the other one is the theoretical-ecological postulate, consisting in the use of physical, psychological or emotional force, and this involves abuse of power as the only method serving to resolve the conflict. Likewise, the behavior of violence against the elderly was examined in several countries: Spain, the United States, Peru, Brazil, Panama, Argentina, Colombia, Chile and Cuba. In general terms, the incidence figures of this anomaly are alarming. In Cuba, as well, victimization against old people is growing. Psychological or emotional violence is seen as a fundamental manifestation. Although there are mechanisms dealing with denunciation, lack of action disclosure and systematicity permitting confrontation against the incidence of this social evil of violence affecting the risk group. - Analysis of the childrearing and upbringing guidelines and their relationship with the emergence of criminal conducts: a theoretical review

The objective of this study was to carry out a theoretical review about childrearing and upbringing, the different types of authority and their relationship with the emergence of criminal conducts in adulthood, in order to contribute some knowledge to the understanding of the possible causes of criminal behavior as a widely studied phenomenon. For this purpose, through a review of the literature produced in the past six years in the Science Direct, Ebsco, Redalyc and Scopus databases, it was found that although diverse elements converge in the development and evolution of criminal conducts, it has to be said that childrearing and upbringing styles either authoritarian or overly permissive are among the main explanatory factors of the environmental type that bear more relevance in the occurrence of this kind of conducts. According to information from the crime observatory of the National Police of Colombia, thefts from people and of cell phones have shown an upward trend since 2003 (Norza, Peñalosa and Rodríguez, 2017). This trend motivated the carrying out of the current study to analyze the relationship between socioeconomic factors and theft in the different municipalities of Colombia during 2017, through the use of multiple linear regression models and geographically weighted regression using secondary information sources segregated to municipal level. It was validated that variables enrolled in higher education institutions per thousand people, budget per capita allocated by the general system of participations and the category of the municipality account for 69,5% of the variability of the logarithm of theft from individuals and of cellphones in 532 municipalities using a globally estimated multiple linear regression model and 50,16% using the geographically weighted regression model omitting in the latter the category of the municipality. In this model there were slight variations in the coefficients at the municipal level, reflecting that the social and economic heterogeneity has effects on indicators of theft nationwide. - Analysis of Whistleblower beliefs in Latin America

The research aims to identify the whistleblower beliefs regarding the reporting of presumed financial crimes, in the Hispanic-American and Brazilian contexts. The interviews surveyed 50 business professionals from 14 Hispanic American countries using the Ajzen protocol (2006) to study the determinants of whistleblower beliefs. The content analysis of the responses allowed to identify the regional beliefs of the favourable and unfavourable results of a potential complaint, the relevant referents that can be matched, and the perceived controls that allow and facilitate, or hinder the performance of whistleblower behaviour. The evidence collected contributes to the literature, organisations and criminal investigators, noting local beliefs that can be used to influence, measure and predict local whistleblower behaviour. - Analysis on the criminal behavior of serial rapists in cases occurring in Bogota (2008-2012)

Introduction: Currently, the growing number of people being victimized by sexual crimes is one of the most common phenomena affecting the community. However, and despite of the support received from clinical, legal and social areas among others (Meng & Thomas, 2010; ICBF & OIM, 2007), it has not been possible to reduce the criminal action, especially that of serial sexual offenders and perpetrators of repetitive sexual assault or rape, whose criminal dynamics and deviant behavior are examined in this study. Objectives: To establish behavioral features and particular characteristics of convicted serial sexual aggressors serving in jails in Bogota for crimes committed between 2008 and 2012. Material and methods: The above is achieved through the reading of legal dossiers, semi-structured interviews, the preparation of a logical structure for behavioral analysis, modus operandi, criminal signature, victimology, and analysis of the place of the event or crime scene. Results: The way the offenders operate and their motivations was determined, this being essential for criminal profilers in the application of analytical tools in the cases in question, as well as the orientation of the investigators in the formulation of investigative strategies aimed at effectively achieving the desired results (Chambers, Horvath & Kelly, 2010; Norza, Morales, Merchan & Melendez, 2013). - Analysis on the integration of artificial intelligence in the fight against cybercrime in Ecuador: Challenges and perspectives

In Ecuador, the growing adoption of digital technologies has brought with it both benefits and challenges. Among the latter, the proliferation of cybercriminals in the country stands out. In this scenario, this study analyses the integration of artificial intelligence (AI) in the fight against cybercrime. For this purpose, a methodology was employed that combined documentary research with the use of surveys of cybersecurity experts belonging to the National Cybercrime Unit of the National Cybercrime Unit of the National Police of Ecuador. This approach made it possible to obtain detailed information on the current state of cybercrime in the country and possible solutions involving AI. The results obtained revealed the existence of significant vulnerabilities in various sectors of society, both for private and public companies. In addition, the theft of sensitive information, phishin and identity theft were identified as common cybercrimes. Consequently, it was found that AI can be a valuable complement in this context. If integrated into current processes, it can provide more effective protection to systemsand databases for both prevention and remediation of various cyber-attacks. - The analytical difficulty of the time lag in reporting and its relevance for the analysis of crime indicators in Colombia (2005-2018)

The purpose of this article is to visualize and quantify the analytic difficulty that arises in interpreting crime indicators due to the time lag between the time when the crime took place and the date on which the crime report was filed2 . This time lag creates a lenient bias in crime measurement and interpretation for decision-making effects when time periods are compared (previous periods against the current period). The methodology used is exploratory with a quantitative approach in the treatment of data recorded from 2005 to 2018, and consolidated in the Oral Criminal Prosecution System (SPOA, for the Spanish original) of the National Prosecutor’s Office (Fiscalía) and in the Crime, Infraction and Operations Statistical System (SIEDCO, for the Spanish original) of the National Police of Colombia. Data on the crimes of homicide, theft, personal injuries, intra-family violence and sexual crimes during the first four and five months of each annual period were compared to the data from the subsequent months of the year. As a result, it was found that the average time lag was 2.85% for homicides; 11.8% for theft; 12.7% for personal injuries; 18.9% for intra-family violence and 30.5% for sexual crimes. - Analyzing and modeling interpersonal violence in the city of Bogota in the course of 2011, supported on geographical information

In the past ten years, the interpersonal violence phenomenon has become a priority in the political agenda of many Latin American countries. Governments have implemented diverse policies aimed at counteracting this issue, but the expected results have not been obtained. In this article, another approach is suggested in order to determine what is the relationship existing between the interpersonal violence cases reported in 2011 in the city of Bogota and the public-private entities having surrounded the event. The methodology is quantitative, with a transactional design of the correlational type. A Geographical Information System and the Independent Executable Simulation were used as technological tools for the analysis of interpersonal violence from a territoriality angle in the city of Bogota. The results let conclude that there is a mean correlation between the interpersonal violence acts reported in the city of Bogota and commercial establishments, institutional health service providers and the elementary and secondary educational establishments. Results with a low correlation are bars, shopping centers, malls, courts, and squares. The tools used suggest another technological methodology for the analysis of social phenomena like interpersonal violence. - Anomia y criminalidad: Un recorrido a través del desarrollo conceptual del término Anomia

The concept of anomie belongs to psychological tradition and means a permanent state of normlessness. This concept, firstly introduced by Durkheim, was developed by North American psychology for studies on social control, deviance, offense and criminality. After being thoroughly studied, it took new turns in the 80’s, and some contemporary situations have taken it back to stage. Though considered a rather descriptive concept, it is useful to understand the nature of normative conflict situations the author refers to as “anomic space”.
