  • Economics of public utilities, a view from efficiency and equity

    This article contributes to the discussion about equity and efficiency as a contribution to economic analysis, in the framework of residential public utilities in Colombia. Based on a critical review, it is found that the criterion of equity as a right to the provision of these services is not reached, because the provider understands the service from the point of view of the market (supply is based on demand) and not from the social benefit that its consumption represents. Likewise, the regulation and the decentralized form in which these resources are managed have generated different resultsin terms of efficiency and equity in the regions, given that the differences regarding population density, cultural characteristics and citizens’ participation in processes of change have not been taken into account.

    This article presents the current state of the home public services’ sector SSPPDD of the Cundinamarca department, considering only water supply, sewerage and solid waste management, considered decisive for the population’s quality of life, viewed mainly from hedge parameters and investment in providing these services. As a reference, the New Institutional Economics theory, considering that it is institutions that can make a difference for the benefit of the sector, the regulatory framework established by the Constitution of 1991, law 142 of 1994 for the social and administrative control of domestic public services, law 143 of 1994 basic procedures from collection to final disposal of wastes, among others. We conclude that it is crucial to involve all sectors of society in solving the problem of providing the SSPPDD mentioned, for example, through the formation of the Committees on Development and Social Control, which allows you to organize community participation for monitoring and control of the management of companies which provides the service, being private, mixed or official as Solidarity Funds and Redistribution of income in the case of Municipal Water Supply.

    A look at Latin America from their economic indicators, political and social shows us a region to which you are common problems of poverty, exclusion, inequality, fiscal deficit, inflation, unemployment, concentration of income, among others. These economies have implemented similar structural reforms and have generated all kinds of changes in its institutions; however, especially those related to poverty and inequality difficulties persist. The inefficiency in the implementation of such policies and diversity of results, is primarily understood, because considering institutions, forms of organization and diverse cultures, you can still ensure that most of the economies of Latin America have been reducing its economic growth, as well as increased levels of inflation, unemployment, and in many cases of poverty and social exclusion, in addition, because the region is no stranger to the slowdown in the global economy. However, if many reforms seek to encourage the population group with lower opportunities, is relevant to ask: does why persist such inequalities? Is it possible that required changes are not applied? Is a problem of its institutions? Of implementation of the policy? or is it a problem of those who run this policy? Reportedly, such reforms do not correspond to the actual needs of the region, most correspond to the implementation of guidelines and international models in many cases have not worked even in economies with more favourable social indicators.

    En este artículo se presentan, en primer lugar, algunas reflexiones teóricas sobre la evolución del concepto de Responsabilidad Social Empresarial (RSE), sus fases de consolidación y algunos casos que permiten tener una aproximación empírica para dar paso a una reflexión sobre la relación de la RSE con las políticas públicas. Posteriormente, se presentan algunos enfoques sobre el rol del Estado y el tipo de temas que deben ser considerados para formular una agenda de política pública sobre RSE, a partir de la cual se pueda contribuir a una mejor gestión e implementación de la RSE.
