The urbanistic sense to improving a urban and space planning –unlike the European and U.S. countries– soon to be deployed by Latin American countries. This observation, whose consequences are felt in the social, spatial and economic order, generated negative effects that need immediately to be mitigated and resolved. Under this view, there is a strategy of technical cooperation between Brazil and Colombia, which is focused on institutional strengthening and knowledge transfer in achieving project on urban environmental management and garbage disposal, close to vulnerable populations in Bogota.
