    This paper is an advance of research on the proposal. It consists of some references –national and international authors, and experts, associated to the object of research– and a set of important rules and jurisprudences concerning the problem of research –Violation of Social Security users’ right of petition by players and public and private institutions in the Pension, Health, and Professional Risks Systems. Violating to these rights involves failing to recognize constitutional rules about fundamental rights and contentious and administrative rules related to the right of petition –being of particular or general interest.

    Research project called “Causes of infringement of the right to request in particular interest by managers of the social health system in Bogota and its relationship to law, public service and security system since 1994”. This article contains achievements from fieldwork process and gather information on issues such as constitutional rules of the right to health and the right to request, Supersalud regulations, jurisprudence trends, research results and conclusions of the study.
