  • Anti-bribery Management: Evaluation in a Latin American economy based on the technical standard NTC-ISO 37001: 2017

    Bribery in the public sector erodes public trust in institutions and hinders the country's progress; Colombian legislation has established a set of provisions to prevent bribery, which can be complemented with proactive measures such as the application of international standards for anti-bribery management. This study analyzes the incorporation of anti-bribery management based on chapter 8 of the international technical standard NTC-ISO 37001: 2017 in the Colombian National Navy Acquisitions process. An instrument was designed and validated to diagnose anti-bribery management in officials and internal users of the process, and it was found as a relevant aspect that there is compliance in general with the risk management of bribery in the Acquisitions process; however, 25 gaps were identified with respect to the requirements proposed by NTC-ISO 37001: 2017. Based on the guidelines in Annex A of the aforementioned standard, a valid and viable proposal was developed to be applied in the entity, to close the identified gaps, divided into the communication and dissemination aspects of specific aspects to the group of collaborators of the Acquisitions process and adjustment to some institutional documents

    In recent years the pressure of the customers and organized communities to discuss the ethical behavior of companies, or promote veto to the products of controversial companies for their performances in the social, economic or environmental, as well as the fact that investors and insurers consider and additional risk factor that a company ends questioned by these issues, have created additional reasons for a company to act responsibly. Moreover, both globally and in Colombia, many SMEs have implemented and certificate a quality management system in response to internal needs or market conditions; organizational knowledge and experiences in managing a quality system could be utilized to facilitate the insertion of the practice of Social Responsibility in SMEs to improve their competitive position. This research explores the possibilities of integrating to the quality system in certified SMEs, the principles and practices of social responsibility as raised in the standards: Guidance on Social Responsibility ISO 26000 (WD 4.2) and Social Accountability SA 8000:2001. We used a participant observation methodology, selecting three SMEs and by means of consulting implement the above standards, to make clear the advantages or difficulties of integrating Social Responsibility with a quality system.

    Some studies show that the knowledge that organizations need to improve their performance can be managed more effectively when articulated with quality management and document management. A model for knowledge management was developed applying a qualitative method, based on a literature review and the identification of document management practices in selected SMEs, that integrates knowledge management with the quality management system and with document management, according to the technical standards NTC ISO 9001:2015 and NTC ISO 33001:2011 respectively. This model integrates knowledge captured from outside with that created in the organization, in order to facilitate its management under the limited conditions of SMEs.

    Social Responsibility is an emerging field of organizational management that focuses on understanding and meeting the needs of the different stakeholders that converge in an organization. In the postgraduate studies of the St. Thomas University and Icontec Covenant, the research on “Quality and Social Responsibility” has a focus on the production, development, validation and application of knowledge on this subject, which requires a reference plane that supports investigative intentions. This article summarizes the first phase of a State of the Art in Social Responsibility for the Colombian context, which seeks to provide the datum line of research.

    People's knowledge and experience drive organizations growth. However, after reaching a level of expertise, people may change organizations or be transferred to another position, without knowledge being adequately transferred between staff members, which causes troubles in administrative management. This article presents a strategy for transferring the public entities processes related knowledge in a way that preserves it. It was a mixed approach study where a review of the literature on knowledge transfer in Spanish and English between 2000 and 2018 was included. A tool was applied to diagnose knowledge management based on Nonaka and Takeuchi theory. The final report of the four phases and the five facilitators yielded results below those expected, which demonstrated the entity shortcomings in that area. A proposal to promote knowledge transfer in the Management was developed and validated by experts. The reliability of the judgement was corroborated by Cronbach's alpha correlation coefficient and W Kendall's coefficient of concordance.
