La formulación estratégica de la Dirección de Inteligencia Policial se enfoca en la comprensión de las amenazas que afectan los ámbitos de protección de la seguridad ciudadana. Esto se constituye en el presupuesto para predecir y anticipar las manifestaciones asociadas al conflicto social, la violencia y la criminalidad que se constituyen en riesgo para la convivencia, de manera que se impacten las decisiones para la prevención. La articulación al Plan Nacional de Vigilancia Comunitaria por Cuadrantes, PNVCC, requirió la implementación del Modelo de Inteligencia Policial para la Seguridad Ciudadana como el medio para identificar las problemáticas de mayor preocupación en los colectivos sociales.El valor agregado de esta nueva visión de trabajo organizacional tiene como piedra angular la producción de conocimiento científico con enfoque innovador, que se refleja en la representación aproximada de la realidad a través de estructuras lógicas de análisis. Los avances en este aspecto permitieron comprender la comercialización de sustancias estupefacientes y el fenómeno del narcomenudeo. Así se identificó la forma como las amenazas se manifiestan en el territorio, se institucionalizan y afectan la seguridad de los ciudadanos.

The narcomenudeo like derived phenomenon of the subsystem of the commercialization of narcotics, it is a public problem of origin bound multicausal to manifestations of social conflict, violence and crime rate. The criminal organization specialized in this activity economic criminal executes material actions of coercion against the citizens that rebound in the desterritorialización of the state social control affecting the recognition of genuineness toward the legally constituted authorities. This complex urban situation impacts the dimensions singular and collective of the civic security what hinders the exercise of the rights and public freedoms.

Public servers taking part in territorial management of citizen security ("Gestión Territorial de la Seguridad Ciudadana" - GTS) have noticed that incoherencies in the normative are affecting inter-institutional coordination, and even the functioning of the instruments containing the GTS model itself. In this article, as the result of a research, it becomes interesting to inquire what these inconsistencies and affectations are that derive from the regulations governing three of the GTS model's instruments, i.e. planning, coordination, and funding sources. In the first place, the instruments were described and, subsequently, their governing normative was analyzed. Finally, three action routes were drawn up in order to include the relevant amendment initiatives in the public agenda. In the method, the development of documentary consultation was taken into consideration together with interviews and focus and discussion groups, as well as information-gathering techniques. Matrices were designed to help carry out content analyses and comparisons. Through the reduction of variables, six categories were set within which the normative inconsistencies of the most representative instruments of planning, coordination and funding sources were grouped, the adjustment of which must become a public agenda priority since they affect both the decentralization and State modernization processes, along with territorial management of public violence and criminality issues, in facing the construction of peace from the territorial scope.
