Research article result of the project “The Department of Risaralda Facing the Millennium Development Goals”, funded by the National Committee for Research Development (Conadi) of the Universidad Cooperativa de Colombia, and originated in the research group “Disciplinary Development “. This documentary research analyzed the speeches of development plans, investment plans and management reports determining the evolution of Risaralda in meeting the Millennium Development Goals (mdgs) in the period 2001-2011, in education and human development. It was found that the development plans are formal statements without monitoring and evaluation options, which do not relate to the mdgs. Also, in practice its integration is not as required by law, and among them there is no intentional relationship at all.
