In this paper is presented an analysis of the fiscal decentralization process in Colombia in the light of the public finances of the central administration of the Cundinamarca’s departmental Government. It looks how it has been deepening and perfecting the process of decentralization through automatic transfers a nation’s resources to local authorities, legislation aimed at strengthening the local tax authorities and systems of credit seeking to increase greater discipline and responsibility at the time of executing the expense. We analyze the impact that has had the decentralization process on public finances of the Central Cundinamarca’s departmental Government, how they have evolved their income and expenses. - Departmental economic growth and family subsidies

This paper presents an analysis of the impact caused by the subsidies granted bythe Family Compensation Funds on economic growth. The analysis was madewith information gathered from thirty departments from 1996 to 2009 using thepanel data method, and it was found that, so long as the family compensationfunds continue to develop more education, training, library, health and nutritionprograms, they will have a positive effect on regional growth in Colombia. - Economic justification of decentralization: an analysis from regional finances

This paper presents an analysis of seigniorage in Colombia in the period 1984-2013, which is characterized by profound technological advances and a number of political, social and cultural events worldwide affecting both global and national economies. These changes, together with modifications in the principles of economic thinking in policy managers, under the pressure of multilateral lending agencies and due to new realities, have led to a series of structural reforms that generated institutional changes both in exchange rate and financial regimes affecting monetary policy, and, therefore, the behavior of primary and secondary seigniorage. Finally, the relationship between these changes and the evolution of seigniorage is addressed. - Illicit crops: A look from the national accounts system

This article presents an analysis of the evolution of illicit crops in Colombia through the National Accounts System, which provides a basis for the study of transactions and the use of the product in an economy. Through the input-output methodology it is shown that, thanks to the drug policy action developed by the national government, its importance in generation of value added has been changing and decreasing over time.
